It's a radio signal in either the 27mhz or 75mhz band.
References :
most toys work on ir, the hobby grade ones use am crystals, allowing you to change different frequencies. ir doesn't work outside, b/c of the sun, so am crystals are the best way to go.
toy and beginning and intermidiate hobby grade rc cars: 27 mhz
beginning and intermediate hobby grade rc cars: 49 mhz
advanced hobby grade rc cars: 2.4 ghz
